[REBOL] IOS: Folder rights

Hi, I want to change the folder rights of our IOS server in that not
every user can create new folders in public folders.
Would it be enough just to change my local registry.r file and publish
it to the server so that others will get the change too?
How can such a change be applied to an existing IOS server?
How can I change the default-rights for folders to exclude the right for
creating new foldres? I don't want to make this change everytime a new
folder is created.
