OT: Email spoofing

Does anyone know anything about email spoofing, specifically what the laws are on it. Someone's been spoofing my yahoo email and sending out spam with my email's return address, I know who they are - at least I have their email address(another yahoo address, always down no doubt cause people are emailing them complaining about spoofing, spam-sending), and their domain name, www.securedrugs.net.
